Scott Clark is an accomplished Information Technology (IT) professional with 30+ years of experience managing IT teams, operations, and projects, business analysis, developing strategic planning, cyber-security processes and smart-city projects.  Most important – collaborating with stakeholders to improve processes and services using technology.

In the private sector, Scott developed software, saved money, and improved processes in large retail businesses and for defense contractors. He had the honor of working in all 3 branches of Maine State government, including as the IT Director for the Maine State Court System and then as the IT Director for the Maine State Legislature. Following his career in Maine, Scott moved to NC as the Sr. IT Manager for the Town of Cary and then 7 years as the Chief Information Officer (CIO) for the Town of Chapel Hill, NC. He retired in September 2022.

Scott has a BA in Computer Science and an MPA from the University of Maine; completed the Public Executive Leadership Academy and is a Certified Government Chief Information Officer (CGCIO) from University of North Carolina at Chapel Hill. During his career, Scott was a member of several national organizations dedicated to service improvements. While CIO, he was Vice Chair of the North Carolina Next Generation Network (NCNGN) and presented at several state and national IT, telecommunications, and smart-city conferences.  In October 2022, he was inducted as a Member Emeritus North Carolina Local Government Information Systems Association (NCLGISA).
